India's agriculture sector is undergoing a digital transformation through Digital Public Infrastructure (DPI). Initiatives like the Agriculture Data Exchange (ADeX) and Agri Stack are revolutionising data sharing and policy frameworks. With data standards, technological platforms, and sound policies, these efforts aim to improve farming livelihoods and create a sustainable, efficient digital agriculture ecosystem.
FREMONT, CA: Agriculture is a multifaceted industry with a diverse array of stakeholders. The advent of digital public infrastructure (DPI) is fundamentally altering the agricultural landscape, offering digital capabilities, open-source platforms, and interoperable public goods that enhance both public and private service delivery within this intricate ecosystem.
The cornerstone of a robust DPI is data sharing. In 2014, the global average was approximately 190,000 data points generated daily by an average farm. Experts anticipate this number will surge to around 4.1 million data points per farm per day by 2050. In India, the integration of data and AI-driven digital solutions is projected to inject over $50 billion into the agricultural sector.
The potential benefits of collecting, processing, and analysing such colossal amounts of data are profound. It has the power to revolutionise agriculture and food systems globally. However, the path towards this transformative potential is hindered by challenges in accessing and discovering agricultural data.
In August 2021, a groundbreaking initiative emerged when the World Economic Forum’s Centre for the Fourth Industrial Revolution (C4IR) India collaborated with the Government of Telangana and a consortium of industry experts. Their goal was to propose a white paper outlining the development of responsible data ecosystems for agriculture. This visionary idea has since matured into India's inaugural agriculture data exchange (ADeX).
ADeX represents the epitome of a DPI. It is characterised by its open-source nature and its ability to connect multiple data providers with consumers seamlessly. This monumental achievement is fortified by a comprehensive policy framework known as the Agriculture Data Management Framework (ADMF). The ADMF was meticulously crafted through consultations with a diverse spectrum of stakeholders including government entities, private sector players, startups, civil society, and academia. Its design embodies a forward-looking and adaptable approach.
On a national scale, Agri Stack is emerging as a pivotal enabler of the AgTech ecosystem. It serves as a repository of data, policies, regulations, and a consent layer, initially addressing three fundamental questions: Are you a farmer? Which land parcel do you own? Which crop do you grow?
Collectively, initiatives such as ADeX, ADMF, and Agri Stack are laying the foundational groundwork for the evolution of DPIs within India's agricultural sector. The overarching mission is to uplift the livelihoods of farmers and foster a more efficient, inclusive, and sustainable agricultural ecosystem.

Convergence of these data standards and enablement, platform, and policy are the three pillars that pave the way for AgTech companies to deploy essential use cases at scale, encompassing automated market advisory, pest prediction guidance, and improved access to credit facilities. Success demands strengthening capacity in both the public and private sectors, establishing sustainable business models, and incentives to drive stakeholder participation. Effective policy implementation and efforts to raise awareness and foster the adoption of digital services are vital for nurturing trust and transparency in digital agriculture.
DPI in agriculture represents the catalyst for cultivating an efficient, inclusive, and sustainable digital agricultural ecosystem. It holds the potential for transformation akin to Aadhar and the United Payments Interface (UPI) in India's identity and payments systems.
